A gouge by many names, a favorite tool for between center work or detailing onto bowls.  Gouge is 1/2" wide, in an UNHANDLED version. 
Made by Hamlet of Sheffield Engliand in M2 high speed steel, this is a shallow fluted gouge most often used in between center or spindle work.   Many names for this tool:  spindle gouge, detail gouge, shallow gouge, fingernail gouge, contouring gouge or just "gouge."
Overall length is 8.5" with the flute about 4.25" long.   I suggest you grind a fingernail shape to this tool, 30 degree bevel angle.

    Let's face it guys. Just about every major tool manufacturer is using tools made in the same place in England. I'm not fool enough to think there is a whole ton of difference from the name of one to the other except the price. This isn't some wonder steel. But it is damn good steel at a damn good price. This will do everything particle wonder steel will do at half the price and you make your own handle instead of being forced to conform to their mass produced stuff.
